Abstract:
This data was dowloaded from the Georgia GIS Data Clearinghouse.  The original file was reprojected
into an Albers Conformal Conic projection and clipped to the Atlanta Regional Commission ten county
boundary using the ARCVIEW Geoprocessing Wizard.  The original FGDC Metadata should be included
with this dataset as it the best available documentation.   All metadata following this paragraph was generated
by the Georgia GIS Data Clearinhouse with the exception of the spatial reference information.

PCS is a national computerized management information system that
automates entry, updating, and retrieval of National Pollutant Discharge
Elimination System (NPDES) data and tracks permit issuance, permit limits
and monitoring data, and other data pertaining to facilities regulated
under NPDES. PCS records water-discharge permit data on more than 75,000
facilities nationwide.
The NPDES permit program regulates direct discharges from municipal and
industrial wastewater treatment facilities that discharge into the
navigable waters of the United States. Wastewater treatment facilities
(also called "point sources") are issued NPDES permits regulating their
discharge.
For distribution with BASINS v.2.0, the spatial attributes of the
database were prepared in Arcview shape file format while
selected relational attributes were prepared in Arcview DBF file
format.
Purpose:
The PCS database was developed for tracking permit, compliance and enforcement status, to meet the informational needs of the NPDES program
under the Clean Water Act. It is a dynamic system that supports the NPDES
program at the state, regional and national levels.

Limitations of Data - Not all PCS facilities reported in the conterminous
U.S. are included. For example, facilities with no assigned locational
coordinates cannot be included. Locational coordinates are assigned
based on the facility station itself and not at the discharge pipe
levels.
Reviews_Applied: Positional and attribute accuracy are verified by
taking independent samples of the data, viewing the data using ARCEDIT,
and comparing the displayed data with matching records from Envirofacts.
ARC/INFO watch files are created during the extraction
of data from the EF Oracle database, the processing of
the EF data into ARC/INFO point coverages, and the
insertion of the point coverages into ESDLS. These
files are created to monitor and verify that the
processing occurred without error.

Process Description:
The BASINS PCS data layer for the conterminous U.S. was created through further processing of ESDLS spatial coverage
( http://www.epa.gov/enviro/html/esdls/esdls_over.html ) of EPA regulated
facilities and from selected PCS data downloaded from the Envirofacts
Oracle database. Since the ESDLS coverage is rather large to download it is broken
into four separate Arc/Info coverages representing the NE, SE, NW and SW
quadrants of the conterminous U.S. was downloaded from
ftp://ftp.epa.gov/pub/spdata/ef as compressed Arc/Info export (e00)
files.
The coverages were reprojected from Albers Conic Equal Area projection
with datum NAD83 to geographic decimal degrees. They were then
converted to Arcview shape files using the Arc/Info ARCSHAPE command.
Using Arcview, the shape files were merged to produce a single shape
file that contains the point locations of EPA regulated facilities for
the entire conterminous U.S. The shape file that contains the point
locations of PCS facilities was generated by selecting only the
facilities that fall under the PCS program system. Facilities that are
shown to be located (e.g. based on lat-long coordinates) outside the
land boundary of the conterminous U.S. were excluded. Facilities that
are supposedly located in a particular state (e.g. based on the NPDES
number of the facility) but are actually shown outside the state as
determined by its locational coordinates are excluded.
Selected attribute tables were downloaded from the Envirofacts database
to supplement the attribute data that was available in the ESDLS
coverage. The PC_PERMIT_FACILITY table in the Envirofacts database is
joined permanently with the primary attribute table of the ESDLS
coverage to produce the new primary attribute table of the BASINS PCS
data layer. Selected information from the IFD_FACILITY table of the IFD
database were also joined with the primary attribute table.
The related tables which contain the annual loading estimates were
obtained from the table PCS_LOADINGS.
For distribution with BASINS v2.0, the national coverage was
split into a series of coverages that included the spatial
extent of each of the ten U.S. EPA Regions, plus the hydrologic
accounting units that crossed region boundaries. The ten
regional coverages therefore overlapped at regional boundaries.
The coverages were distributed in PC ARC/INFO coverage format.

The latitude/longitude attribute values come from the program system
databases and may or may not be populated. Latitude/longitude values of

blanks or zeros are included in the coverage by associating an Albers

Y_COORD or X_COORD from another facility as defined by the FINDS

identifier. In these cases, the ALBERS_SRC attribute contains the name

of the EPA program system from which the Albers values were borrowed.

Process Description:
1. The Basins data was distributed by EPA as arcview projects. Each project was done by HUC. The Clearinghouse downloaded the HUC
project that covered Georgia.
2. The shapefiles were converted to
coverages using the SHAPEARC command in ArcInfo.
3. The coverages were then APPENDed to create statewide coverages.
4. Because the HUCs don't follow state boundaries the
coverages contained data outside the state. This excess data was
removed using RESELECTs in ArcEdit.
5. The data was then PROJECTed from Geographic NAD 27 to Lambert NAD 83.
6. Finally, the BUILD command was used to create the proper topology.
